Faiez Mustafa Serraj, President of the Presidency Council of the Government of National Accord of the State of Libya, addresses the general debate of the 74th Session of the General Assembly of the UN (New York, 24 – 30 September 2019).
In his address to the General Assembly’s general debate, the President of Libya’s Presidency Council, Faiez Mustafa Serraj, today (25 Sep) recalled the attack launched on Tripoli in April by forces loyal to General Khalifa Haftar, as Secretary-General AntΓ³nio Guterres was visiting the country. Serraj said, “the assault against the capital last 4 April led by the criminal Khalifa Haftar and what he called the Noble Struggle on the same day of Secretary-General Guterres ’s visit to Tripoli, took place at a time when the country was preparing excitedly and hopefully to hold a national inclusive conference to find political solutions to our crises.”
However, he said, “his coup has failed. And here he is today repeating once again his desperate attempts to militarize the country and to block our path towards a modern civilian state, ridiculing the revolution of the Libyan people and their sacrifices that were offered to rid the country of dictatorship.”
Serraj said Haftar had been encouraged to carry out the attack by “the support he received from certain states for years in flagrant violations of Security Council resolutions on the arms ban.”
He said this support continues and “as has happened lately by the United Arab Emirates who has allowed for its territories to be a media forum for Haftar to issue his hate speech and incitement.”
On 4 April as Secretary-General AntΓ³nio Guterres was visiting Libya, Libyan National Army (LNA) forces loyal to Khalifa Haftar launched an attack on Tripoli o 4 April, upending a national peace conference initially scheduled for April 14-16.
